Outlook stays offline

I have a SBS2003 running Exhange 2003.
All the users run outlook2003. One of the users has a problem where his outlook always stays offline.
He can download mail if he clicks on send/receive, but new mail does not update automatically.
I have re-installed and repaired his outlook, but no change.
Is it possibly a setting on the server?
