By default, only the user that is assigned to each workstation has access via RWW to their compouter. This happens as long as you use the http://<servername>/connec tcomputer wizard when originally joining a workstation to the network and during that wizard you are asked which user to assign to that computer.
What actually happens here, is the particular is made to be a member of that workstation's local Administrators group. Which, therefore, grants them the right to log on via Terminal Services (via RWW).
So, if you do it by the book... your desired outcome is what actually happens.
