As long as you have the email addresses setup properly in Exchange's Recipient Policies and they show up as you mention, it can be done from within Outlook.
In Outlook start a new email
Click the little down arrow beside "Options" and click on the "From"
Put the From address needed.
Type and send the email.
It should go through.
The From field will be there for the next email.

The only way you would be able to do this is if you created a separate mailbox for each e-mail address and grant the user permissions to both mailboxes and the Send As permission to the secondary mailbox.
