Increase Maximum Concurrent Connections to RRAS in Windows SBS 2003

We are trying to increase the number of maximum simultaneous connections to the RRAS server on a standard Windows SBS 2003 Server. We can increase the ports to 20, create a static range for the increased IPs that are need BUT... when we have more than 5 connections we get a VPN 736 error and the sixth and subsequent connection cannot be established.

I have made the changes and rebooted but it reverts back to the basis Win SBS 2003 settings.
