Outlook can't connect to outgoing mail server (SMTP) but Outlook Express can connect.

Hi,
I'm helping a church set up multiple email accounts on their Microsoft Windows SBS2003 Server.  They have Exchange 2003.  When adding an additional POP3 email to an end users Outlook 2003 account, the testing of the email gives one error:  "Send test e-mail message: Outlook could not connect to the outgoing mail server (SMTP)."  But Outlook Express with the same setup works fine.  Any suggestions?
