I have a 2003 SBS Server SP2,
I have created an FTP site on the server using isolation non AD as per previous questions and answers on this topic.
I have created the user created the home directory and ran the
Type: iisftp /setadprop bob ftproot d:\inetpub
Type: iisftp /setadprop bob ftpdir bob
but still getting the same error back.

Status: Connection established, waiting for welcome message...
Response: 220 Microsoft FTP Service
Command: USER *********l\user
Response: 331 Password required for *********\user
Command: PASS ***********
Response: 530 User ********\user cannot log in, home directory inaccessible.
Error: Could not connect to server
