The Terminal Server has exceeded the maximum number of allowed connections

I have read alot on this subject, but I kind of want an absolute answer from you guys! I am kind of learning as I go here... I realize Server 2003 is older now, but I haven't used it a ton.

My scenario:
A single Small Business Server 2003
30 CALs
10 Terminal Server Per Device CAL tokens
The server is the domain controller
The Terminal Server Licensing has been activated and is running

I can log two users in to Terminal Services at a time, but any more than that I get the, "The Terminal Server has exceeded the maximum number of allowed connections" message. If I log a user out, then another can log in, maximum of two.
In Terminal Services Configuration, Server Settings, Licensing, I am set to Remote Desktop for Administration. It also notes, "This policy provides two concurrent connections". I cannot change anything on this screen.
If I got to Add/Remove Windows components, Terminal Server Licensing is listed with a check in the box, but nothing else Terminal Services related is listed.

I ran across this on a different web site. It stated that no way shape or form can I have more than 2 concurrent connections to this server because it is running Terminal Services in addition to being the Domain Controller. This is by design from Microsoft because they consider it to be a security risk. I need to add a seperate Terminal Services server in order to have more than 2 users on through Terminal Services at a time?

Is this the case?

P.S. I understand the security risks by not having an extra Terminal Services server.  No need to comment on that :)

Are you logging in as an administrator?  You can only have 2 concurrent administrators at a time.

You can use 3 users if you use the console as well, but only for an administrator.
It is true that you can only connect 2 other users.
SBS only allows administrative terminal services. So you will have to add a terminal server if you need more connections

As frederikgovaert states SBS can not be used as a "Terminal Server" for users and is limited to two RDP sessions and one console session for Domain Administrators ONLY.  You will nedd to build a Terminal Server box seperately.

The issue is more that it is SBS than a DC. There are security risks running terminal services on a DC but it is possible to do. However, on SBS as soon as installation of the server completes the option to add true "terminal services" disappears from the add/remove programs, Windows options menu. It can be a TS licensing server, but it cannot be a terminal server. You can allow 2 users to logon to the server for administration purposes and a third using  mstsc  /console  but that is it. There is also the issue that the server is optimized for background services not applications as a terminal server would be. Therefore it is not intended for application use, even for your 2 admin sessions.

Only solution is to add a terminals server. This can be done on a new box, or by running VMWare or MS Virtual Server 2005, and creating a virtual terminal server on the same hardware (assuming you have enough horse power). I have found the latter solution to work very well. You do however still need another server 2003 license.

I assume the answer you want is; "how can I connect more than 2 users". The answer is you cannot !!!
You need a terminal server. SBS CANNOT be a terminal server

It is not that it is a DC but rather an SBS as RobWill stated earlier.  So again yes you need to add another server to answer the question you asked.  Unless we are not reading your question correctly.
