I had the same problem and finally was able to resolve it. I had to install the Windows Support tools from CD 2. Once installed I opened the command prompt and followed the procedure Nickperf linked to you.
Once in the adsiedit snap-in, I navigated to Domain-DC=mydomain, DC=local
CN=System
CN=Policies
I right-clicked each container in the CN=Policies container and navigated to two attributes in each one. I noted that the gPCFileSysPath in most of them and the gPCWQLFilter in some of them had the wrong domain name. I substitued the correct domain name in the path leaving the rest of the path along and that fixed my problem.
NOTE: Be careful in the adsiedit tool. Take careful notes so you can backtrack. The last thing you want to do is mess this baby up.
