Event ID 1058, Event Id 1030 after Backup Exec 12 installation

Ever since I installed Backup Exec 12, the Application Event log is being flooded with the Event 1030 and Event 1058 set of errors every 5 minutes.  First, I went to the Microsoft knowledgebase and found Article ID 842804 that seemed to have parallel symptoms.  I followed the resolution instructions including the registry tweak to no avail.
This HP server is running Windows SBS 2003 with SP2.

Windows cannot access the file gpt.ini for GPO CN={31B2F340-016D-11D2-945F-00C04FB984F9},CN=Policies,CN=System,DC=Highlight,DC=local. The file must be present at the location <\\Highlight.local\sysvol\Highlight.local\Policies\{31B2F340-016D-11D2-945F-00C04FB984F9}\gpt.ini>. (Configuration information could not be read from the domain controller, either because the machine is unavailable, or access has been denied. ). Group Policy processing aborted.

Perhaps this is over my head.  I don't have much experience with the Group Policy part of Active Directory.
