Error running CEICW SBS2003 (cannot run ConnectComputer)

Tags: Error 0x80070389 returned from call to Configuring RRAS NAT().

symptoms:
ConnectComputer fails joining a desktop to the domain "reinstall Client Deployment component"
sbsnetsetup.log shows "DownloadFile(moveuser.exe) failed [-2146697210]"

Running CEICW errors with "Error 0x80070389 returned from call to Configuring RRAS NAT()" when the "my server uses a single connection" is unchecked (2 incoming connections)

can anyone shed any light on this?
