Because of the way the system is set up, the most important variable in this equation is you. Terminal Server Refuses User Connection

Hi,
Las night I have added a new user to this particular domain and tested the login to the Terminal Server. the server refused the connection saying
:
"Logon Message"
"The user sbs\administrator is currently logged on to this computer. Only the current user or an administrator can log on to this computer"

I have checked all settings for the new user and since everything was in order I have rebooted the machine. After reboot tried logging in again (without the administrator being logged in) I had a different message:

"Logon Message"
"To log on to this remote console session, you must have administrative permissions on this computer."
 
This message only appears if the administrator is not logged on.

I have tried other users, they get the same message.

The terminal server is Active, and has been activated for about a year.
The server was working fine for with the other users till last night
The licencing service is running and activated
I have uninstalled the licencing service, rebooted the machine and reinstalled the lic service
I have restarted this server and the domain controller, which is a Windows 2000 SBS
We have the same setup running in other places and haven't got this problem....

In short, either triggered by me adding another user to the domain or by something else earlier, the terminal server has decided that is will only allow Administrators to log in. This appears to be an issue if the server is in administration mode, BUT it IS NOT, it is in Application mode.

Any clues?
