I have a problem with FTP in Intenet Explorer 7 on a small network using Small Business Server 2003 with ISA 2004. A client on the internal network acessing the internet through SBS 2003 running ISA 2004 is unable to connect to FTP Sites using Internet Explorer 7. We have a piece of software that requires FTP Access in order to transfer information on a weekly basis. The software continuously throws out an FTP Error Accessing a file on the FTP Server. We have configured FTP software (Filezilla FTP Client) to access the remote FTP Server, we are able to put, recieve and delete files and folders to the FTP Server using Filezilla from the client on the internal network. We are able to put, receive and delete files and folders on the FTP Server using command prompt, form the client computer on the internal network. Unfortunately this does not seen good enough as the software is still throwing out an FTP Error accessing a specific file on the FTP Server. The software vendor has confirmed that their software uses IE's ftp setting to FTP through to their server.
I have however noticed that when trying to access the FTP Server using IE 7, ISA Server 2004 blocks it immediately and I receive the following message:
Technical Information (for support personnel)
Error Code 10061: Connection refused
Background: The server you are attempting to access has refused the connection with the gateway. This usually results from trying to connect to a service that is inactive on the server.

When using Mozsille Firefox to access the FTP Site, I immediately get asked for a user name and password, indicating that this works fine.
We have pin pointed the problem to be ISA Server 2004 blocking specifically IE 7 FTP requests.
If anyone knows what I need to touch in ISA Server 2004 Firewall rules in order to allow in specific IE 7 FTP Uploading and Downloading it would be greatly appreciated.
