Disabling the GPO for Windows Firewall on a Former Client, Now Functioning as a Standalone

Here is the situation:

1. I was testing SBS 2003 R2 and found it was not what I needed for a solution at this time.
2. The clients that were signed onto the server were (these used only the exchange program) were reconfigured for desktop outlook and after everything was saved, the server was turned off.
3. The clients still naturally log onto the domain using the user profiles, and when the former client senses that there is no server running, it simply boots through and the client runs as a stand alone.

Now here is the problem:

On both of these clients, windows firewall is using the domain settings. This presents the following problem result:

1. One of the clients cannot download any type of software from the internet. The internet connection is interrupted and then the wireless network card (these are laptop clients) resets and reacquires its IP address. Surfing on the internet is fine, there are no restrictions. At one point, I did get an error message of 10022 after the WNIC disconnected itself.
2. The other client does not have the issue.
3. Both clients have unrestricted administrator priviledges.
4. The Server was turned back on, and the GPO for internet security and for firewall security was disabled. This of course assumes that I turned off the right service.
5. A complete and thorough virus check was completed just as a precaution.
6. The same issue persists even on a file transfer from my attached storage.

Can anyone tell me if there is a setting that I am missing, and what I can do to completely disengage the GPO setting for the clients? This one is difficult, I know, but I dont know what else to do on my own.
