We have a SBS2003 box which recently has been working without any issues, as usual nothing has been changed but now things have stopped working.
The clients use the shared fax printer (off the server) to fax out, the modem is connected through a phone system so it needs to dial 9 for a outside line. Below is a summary of the issue
On The Server
Send a fax and select dialing rules to be used - Works Fine
Send a fax and don't select dialing rules to be used - Submits Job To Queue, Fax Monitor shows dialing, but without the preceding 9 (Expected)
On A Client (This is true for all machines on the domain)
Send a fax and select dialing rules not to be used - Submits Job To Queue, Fax Monitor shows dialing, but without the preceding 9
Send a fax and select dialing rules not to be used - Job stays in the Outbox with a status of Pending and the Fax Monitor shows that it is not dialing out.
We have setup dialing rules on the local computers, disabled all of the modems on the local computers and the issue still Occurs. We did find this article

The machines in our office (Different to the site having the issue) also were connect using the wizzard, and the fax currently works on our system, but they do not have this file either.
