Trying to enforce password policy on a MS SBS 2003 Domain

I am trying to enforce a password policy on a MS SBS 2003 Domain.  I went to domain security settings/account policies/password policies    and changed the maximum time for passwords to 90 days and the minimum to 1 day.  I then tried updating the group policy in DOS with the command
gpudate /force
I selected (y) for yes and was forced to logoff.

When I logged back on the setting did not take affect and I was not required to change my password nor was any other user on the domain.  What gives?
