SBS2003 VPN setup

I feel a little silly asking this, because I'm sure that there is a simple answer.
This is a new installation. New SBS 2003 Server, behind a basic wireless  Linksys Router( Model WRT54G), which I have turned the wireless functionality off.
I've found some information, hunting around on EE, about configuring the server itself, but still am not understanding the static IP portion. I have obtained a static IP from the ISP. Where do I put that IP? I'm going guess on the router (and the server?). How do the name servers know where to find that address? Does the ISP need to do something to populate this IP information into the databases?
