IE7 + Outlook Web Access = Sad Christmas?

Tags: sbs 2003, r1, ie7, activex controls, no workie.

When I go to https://www.mydomain.com/exchange/ I can access outlook just fine; however, all the DHTML and ActiveX controls don't work in IE7. I found a hotfix (Exchange2003-KB911829-v3-x86-ENU.exe) but that tells me that "At minimum, you must have service pack 2 installed". When I go to Windows Update, there are no updates.

System = Windows SBS (R1) 2003.
