Give users administrator access to own desktop..

Is it possible to give users connected to a SBS domain Administrator access to their own desktop, but retain only User access on the server?  I'd like them to be able to install programs on their own workstations without having to use commands like "Run As" administrator for example.. or to be able to change certain settings on their workstations normally only available to Administrator logins. Possible? If so, how?
