Message Delivery Failure - Message Limit error #5.2.3 - Exchange 2003 on SBS

I am getting this error on Exchange 2003 SP2 SBS trying to send a 15MB file:

Your message did not reach some or all of the intended recipients.

      Subject:      test5

The following recipient(s) cannot be reached:

      'username@domain.com' on 7/22/2008 10:19 AM
            This message is larger than the current system limit or the recipient's mailbox is full.  Create a shorter message body or remove attachments and try sending it again.
            <mail.domain.org #5.2.3>

I have set these parameters:

1. in ESM - Global Settings - Message Delivery - Default - and set to no limit for sending
2. Verified that the connector and smtp server restriction boxes were not set
3. In the administrator account in AD - I set to 100MB
4. Verified our spam filter has a 200MB sending size limit
5. When I made the intial change, i allowed for the 2 hour default limit, but 10 hours ago make the registry changes for 20 minutes and restarted all Exchange services.

Still I get this? Any ideas? Thanks in advance.

Have you checked the limits on the Mailbox Store of the user in Question?

ESM > Servers > SERVER >First Storage Group -Properties - Limits?

Anything Set?

BBRazz, there is no option for message size when viewing the properties of the First Storage Group

Sorry, I meat to drill down a little further to go to the properties of the Mailbox Store in question under the Storage Group.

The properties of this does have a message limit.

After further trying it looks that if you set the sending limit to "no limit" or a certain value, the receiving limit needs to be set to that as well. You can't just set the sending limit to "no limit" and keep the receiving limit at 15MB. This was set under ESM - Global - Defaults. Problem solved.
