Ball park installation cost (no hardware or software costs) for MS SBS 2003, no exchange, setup 5 Xp workstations, file server and sharepoint only.

 We already have the hardware and software.

We are only using server for quickbooks and internet access.

We will need remote access for 3 people getting into quickbooks and the help desk and the five local workstations.

We will not use any email with this server.

The server we have is HP proliant blade server with mirrored drives.

Do you feel that 3500.00 cost is too high, that was quoted to us. The tech said he would install SBS, setup remote access, setup 5 local workstations and remote laptops for access to quickbooks, install sharepoint for the help desk and configure a backup routine. Setup our email for pop3 on local machines.

I don't know the typical costs for your area and don't want to say whether someone is charging too much or too little without knowing their experience and expertise.  But I would recommend that you get one or two other quotes so that you feel comfortable with who you are working with.

One thing I would be careful about is that you say you need remote access for QuickBooks.  What is the solution for remote access?  Typical remote access is Remote Desktop (Terminal Services) or Remote Web Workplace.  SBS can not be configured to allow normal users to login to the server and is also limited to two remote sessions.  If the users have laptops and no desktops at the office then Remote Web Workplace will not work either.

Yes remote access with RWW to desktop.

Typical costs in area for server maintenance are $200.00/hr.
Workstation cost $100-150/hr.

The price doesn't seem too bad, but I would still encourage you to get another quote just so that you feel comfortable with the price but more importantly the person doing the work.  One thing you want to consider is who will be doing the maintenance on your server and workstation.  You'd like to have the same person that set everything up also do the maintenance.    

If Remote Access is through RWW, are those extra workstations not going to be used by anyone in the office while the laptop users are out?

Our former person, somehow completely wiped our data and his backup is empty. He reformatted server. The person we are considering is known at other companies to do the job correctly.
RWW will only be used ocassionally when desktop users are out.

We do need access to the helpdesk ,which one of our internal people customized for our use and unfortunaately was not backed up either or got deleted somehow. This access is critical and the remote users would get in and go directly to companyweb.

It sounds to me like you have the right solution with the right person.  If this person is known to do the job right then I wouldn't be too concerned with the price, as it looks to be in the right ballpark.  The real work and cost is in getting the server configured correctly and isn't affected too much by the number of workstations or users.   The number of workstations and users is usually just a low variable cost.
I know of plenty of examples in my area (San Francisco) where the client found someone to do the job for a lot less but the installation proved to be a complete disaster.

Do you know if access to the help desk requires taking over the desktop or does that go to server?
I know this is another question, but you are getting the points either way. When this did work sporadically the user just logged on and went to company internal website and then the help desk.

Because this is an internal site the remote laptop users would need to be connected to the network someway in order to access the "help desk" sharepoint site which resides on the server.  If they weren't connected to an office computer through RWW they'd need to have a VPN connection.   Depending on the firewall you have in place you may be able to use that for VPN or the built-in VPN on SBS.  Which brings up another point, the tech is going to have to reconfigure your firewall so make sure you have all that information for him.
