Small Business server - changed local area network card - no internet

Running Small Business server 2003 premium

I had to install a new server.  The old one had 2 network cards.  
The new one had only one.  I decided to add a usb network card.  BAD idea.

The server would crash with a blue screen almost every hour.  

I disconnected the usb network device and replaced it with a normal network card.  

The usb network device had ip address 192.168.0.2.  When I tried to assign that to the replacement, sbs said I could not do that.  The usb device had 192.168.0.1 allocated to it.

So I changed the new nic to 192.168.0.3.  I reran the connect to internet wizard and it showed me the correct 192.168.0.3 address.  The speed of the connection between the workstations and the server is horribly slow.  Also, when I ping www.yahoo.com at a workstation I dont get replies.  No one can get on the internet.

The server has no difficulty accessing the internet.  Must be some DNS problem somewhere.

Q1.) How to resolve the problem where the usb device, now disconnected , still has a lock on the 192.168.0.2 address.  How to unlock it and destroy this reference?   I assume this is making the network really slow.

Q2.) How do I get the workstations  to communicate to the internet?
