2003 license usage foe a product license in per server mode has exceeded

Ok I'll try to explain as much as possible.
We are using windows sbs 2003

The previous IT guy had setup user account on the server as S2, s12, s24, etc so we had several user logging in to the server using the same user name at a time.

We need it to change this since we wanted to use exchange and organize more the server to know who is connected at a time since some of the users connect remotely sometimes, since more that one was using the same login information we did not know who was connected at a time

We created new user accounts for all employees using their names and setup their mailbox for internal use (we will be working on external use when the time is right) so we created it about 22 accounts and deleted most of the old s??

NOw I have about 13 to 14 of those user connected to the server at the same time every day

but I'm getting this error constanly that says

"Warning: License usage for a product licensed in per server mode has exceeded the maximum number of licenses purchased and will prohibit further licenses from being granted "

When I go to the administrator tools and check the licensing I get

Installed licenses 5
Maximum usage 13

Now is there a work around this issue ? or do I need to buy more licenses and what type of license do I need to buy ?

Some of the user email shows as disconnected and I think is also because of this issue
