Rob is correct. An audit system is now the methodology Microsoft will use ... think BSA. I know of them dropping in on companies out and about our area.
We have had SBS 2003 setups where the CALs were setup properly and the client had more employees added before we could get the CAL keys and the server never choked on that ...

You cannot add CAL's to the server and there is no way to monitor how many are in use. Those tools, believe it or not, have not been carried forward from SBS 2003. It is strictly an honor system. You may have noticed SBS 2003 wasn't very good at 'counting' either, which may be why they dropped it.
That is not to say you are not required to main documentation and appropriate number of CAL's.
