the files in question are location from the default page as follows:
Companyweb Home>General Documents>Accounts
I would like to create a user group that i can toggle users into and create a rule (somehow) to block access to the above folder within companyweb

You can't create specific permissions for a subfolder of a document library in WSS 2.0. Instead, you need to just create a separate document library and assign permissions as you like to that one.
