SBS 2008 migration tool error

Running migration tool; have run Best Proctice Tool and resolved Critical Issues.
Existong SBS 2003 has SP2, Exchange SP2 and Sharepoint SP3.
Migration Tool Error is"Source Server does not meet service Pack requirements. You must install Service Pack1 for SBS 2003"
I have ininstalled SP2, ran migration tool, it errors out with a requirement for SP2.
After installing SP2, and retry migration, it failes with the original error, and now requires SP1

You have confused SBS 2003 SP1 with Windows 2003 SP2. They are not the same. SBS 2003 SP1 is a separate installation.

NOTE:I am not confusing service packs!
The current Service Pck is SP2
The error is requiring SP1
I have tried uninstalling 2, and running SP1; The migration tolol then requires SP2
When I install SP2, I get the original error requiring SP1
I am in a loop

Removed all Service packs upgrades and patches; rerun SP1 and 2; rerun migreation tool; issue resolved
