the IDs are generated by the SBS to make sure every document filename is unique.
AFAIK, unfortunately, there is no such a way to customize the filename pattern.
according to my understanding to your requirements, you want to organize the fax files by date and time. this actually can be done by sorting the files in Windows Explorer. just use Details view, sort the files accordingly. the view can be saved therefore next time when you access the folder you can keep seeing the files in the way.
as for the prefixes such as "FaxSent", this can be done by giving a meaning name for the relevant folder.
as for username information, there is no such information stored in the target fax files in TIFF format. so i don't think this can be done neither.

To the best of my knowledge there is no way to change these default file names. The files can be renamed after receipt(sent) but this is a manual process.
