SBS 2008 manages the Group Policy settings in the background. When you enable FR in the SBS Console, it will always redirect to the default SBS 2008 folder locations.
If you want different locations and settings on that GPO, then you will need to manually change the GPO and ignore what the SBS console says.

was the server migrated from SBS 2003 / R2 ? If yes then there are two policies 1 for the 2003 as well which would replicate after SBS 2008 was joined to the existing domain using the answer file during the sbs 2008 replication.

change the folder redirection and move the folder to the desired location on the network through the SBS console rathar then the GPO management. This should ideally reflect it in the folder redirection policy that is there by default.
