Server Management Console Missing from Windows Server 2003 for Small Business Server SP2

My client has a Windows Server 2003 for Small Business Server. It has SP2 installed. The Server Management Console is missing. I have found several posts and suggestions on how to reinstall, but since it has SP2 on it, I do not think they will work. The main issue is I am getting event id 221 stating that the licensing per server is nearing the max, and occasionally users do get locked out. The admin tools licensing tells me to use the server management console. There are no Small Business Server folders in Program files. Is there a way to install the server management console without disrupting or changing the current setup in any way?
I have tried these steps from the MSKB. I do not get offered the maintenance choice. I just get install or do not install:
To reinstall these management consoles in SBS 2003, follow these steps:
Log on as an administrator to your SBS 2003 computer.
Insert Microsoft Small Business Server 2003 CD-ROM 1 into your computer's CD-ROM or DVD-ROM drive.
Click Start, and then click Run.
In the Open box, type the path of the Setup.exe file on the SBS 2003 CD-ROM 1, and then click OK. Alternatively, click Browse, navigate to the Setup.exe file on SBS 2003 CD-ROM 1, click Open, and then click OK.
In the Microsoft Small Business Server 2003 Setup Wizard, click Set Up Windows Small Business Server.
On the Welcome to Microsoft Windows Small Business Server Setup page, click Next.
On the Setup Requirements page, click Next.
On the Windows Configuration page, click Next.
On the Component Selection page, click the down-arrow next to Server Tools in the Action list, and then click Maintenance.
In the Action list, click the down-arrow next to Administration, and the click Reinstall.
Click Next, and then on the Components Summary page, click Next.
On the Finishing Your Installation page, click Finish.
Click OK to restart your computer.
Log on as the administrator to complete the installation.

I was able to get most of the functionality back, enough to install the cals necessary

I Have already tried link 2, and was not offered the maintenance option. My chocies were to or not to install. Link 1 advice did not work as no cys.exe was found in system32. Thanks for replying.
