ActiveX Component Can't Create Object - SBS 2011

We run an older version of MasterCAM X (12.0.4.20) to program our CNC machines in the shop.   It has been running fine on a Windows XP computer in a SBS 2003 domain.   Recently we upgraded the Server to SBS 2011 and joined all of the client computers to the new server.   We did not use any migration tools.

We have discovered that MasterCam now generates errors "ActiveX component can't create objects) and in the MasterCam editor we get "Runtime Error 429, ActiveX component can't create object" when we try to generate CNC instructions.  

I've tried to change ActiveX settings in Internet Explorer security and loosen Windows Firewall permissions without success.

Is there an SBS 2011 policy that I should be looking at?   Any other suggestions?

Thank you for your help.   I tried installing on a "clean" machine first.  Actually the machine was from the old domain too but I didn't run it through the wizard for joining to the domain.

I'm doing a few more things here today and will post my results.
