Cannot start DNS service after IP address / Internet connection change

I am new to DNS administration so please forgive any stupidity in my question. We moved our server to a new physical location and its IP address and Internet connection was changed. I am receiving the following DNS error upon start up: Could not start the Microsoft DNS Server service on CVPSGH. Error 14: Not enough storage is available to complete the operation. This server has 2GB free on the C drive and 47GB free on a D drive. The server cannot resolve names and http://www.google.com is not working. As suggested in Question ID 23582052, I ran a netstat and nothing is listening on port 53. nslookup resolves server 127.0.0.1 but does not resolve www.google.com. NIC is configured as attached snipet. This server supports VPN and VPN connections are accepted and working however VPN remote users cannot resolve names like file shares on the server and cannot browse the Internet while connected to the VPN.

I know that I need to set up forwarding, but I have the server NIC TCP/IP DNS set to those forwarding servers right now because the DNS service won't start. And, I cannot configure forwarding because the DNS service won't start.

I know that the server does have access to the Internet because I can telnet the ISP DNS. I can also telnet port 65100 on this server from the outside (via Internet).

This server is Windows Server 2003 for Small Business Server SP 1. KB 951746 and KB 951748 are NOT installed.

This server sits behind a router but is configured for a static public IP address.

I tried uninstalling DNS and reinstalling DNS but that did not change the error.

What can I do to get DNS back up and working again? Do I need more disk space? Any help is greatly appreciated! Thanks.
