Because of the way the system is set up, the most important variable in this equation is you. SMS 2003 kb928388 installtion failure

I am trying to install the DST update 928388 using SMS 2003.  I have created a package that works on my test environment with a test user logged on with no rights on the box.  When I moved that package to production I get an error on the majority of my clients...The error is below.
      

Software Distribution      10006      The program for advertisement "00120067" failed ("00100065" - "DST update"). A failure exit code of 1603 was returned.  User context: NT AUTHORITY\SYSTEM    

Anyone know what could be causing this?
