How can I force the synchronization start after setting the Central Site at Primary Site, so that the inventory information of the Primary Site can be appeared in the Central site?

Although the replication takes place between the sites acccording to the schedule, You can take a look at the Hierarchy Maintenance Tool. Its located in the folder \SMSSETUP\BIN\I386\<langua
The option would be preinst.exe /syncparent

Maybe I'm not following this correctly and I apologize if I am not.
To me it sounds like you need to make the Central site server as you call it a DP (Distribution Point) for those packages on the Primary site.
