My secondary site is work but not sure why , seem odd that I had to use this approach ?
All our sms site servers are in a windows global group . This was the recommended solution provided by our SMS solution provider during our SMS hierarchy setup . This approach was chosen because we will be add a large number of SMS secondary sites in the very near future and wanted to easy of administration, thus we created an SMSSite server global group . The idea was when creating a new sms sites we would simply add the new SMS server to this global group and then the global group will be added to the appropriate SMS groups for example "SMS_SiteSystemToSiteServe

Can you verify that two groups on the primary site server have been modified to include the computer account of the new secondary site server - the "SMS_SiteSystemToSiteServe rConnectio n" group and the "SMS_SiteToSiteConnection" group.
Also, try adding the Secondary Site server computer account on to the domain admins group.
