Convert DAT file to text

Hi Experts,
Attached text file, original had an extention of .DAT, is from an SMS program that I do not have the API for.
I am not sure what the format of the text portion is, the front part is the tel no and the last part is the time and date stamp. In between is the actual text message.
Would appreciate if to get some help to convert this back to text (using vb, activex or dll)
