SMS 2003 remote tools causing target PC to reboot

We have SMS 2003 and when we try and remote into a users PC using remote tools it causes the target PC to reboot every time. This is only happening in 3 of our offices and each office has it's own secondary site. All clients and sites are service pack 3.
