I'll use one of my incident support cases with Microsoft to fix this.

Browse All TopicsI want to set up a very simple notification:
" Ping an external PC on a specific port
" If the port does not respond, send an email to me and do that every 30 min until the situation is resolved.
I was able to get an initial Alert: Connection Timeout email but in a very inconsistent manner, so the email setting is right.
This is how Ive set up the alert:
I went to Authoring | Management Pack Templates | TCP Port and clicked on Add monitoring wizard.
I named it Ping Bill and used Default Management Pack and entered the IP and Port.
I intentionally used a wrong port # so my Test failed when I pressed the Test button.
Then I went to Administration | Notifications | Subscription and clicked on New Notification Subscription.
Added my email recipient and selected Ping Bill as group.
Selected Check All at Alert criteria, then Finish.
If I go to Monitoring | Active Alerts I can see Ping Bill there with Connection Timeout, but the emails are coming only when I close the alert or at a very random times.
What am I doing wrong?
Should I avoid using the Default Management Pack?

It is always useful to save things in management packs other than the default so as to keep these in control. Good housekeeping practice also but would not make a difference to this working or not.
I'm surprised it worked at all as you can't really select a port for ping. Ping uses icmp packets so port numbers, per se, are sort of irrelevant to it.
