SCOM 2007 R2 operations manager cannot connect to the web service

When trying to add the management pack from the catalog I have an error saying that

The Microsoft Management Pack Catalog Web Service cannot be contacted at this time. There is either a problem with your Internet connection or the Web service is offline.

My server is Windows Server 2008 R2 on SCOM 2007 R2.

I have disabled the firewall. Any ideas?

This must a fairly new installtion based on the versions in use - has this ever worked?
Do you have internet access from the scom server to the internet OK straight from the browser?

This is a new installation. I  did have a test SCOM on lab and it successfully connected to the online catalog.

My production SCOM server have no problem connecting to internet through browser. The only different here that the production server connect to internet through proxy.

and is the service account that is used to run the SCOM services a member of the groups authorised to use the Proxy service?
