WSUS3: Unable to change a machine's group membership

I have been rolling out WSUS3 to several sites across the UK, and had initially set them up as autonomous servers.  I then quickly realised that this would create a significant duplication of effort for management of machines, groups and updates so switched one server to a replica server.  I also reconfigured the relevant GPO for that site to specify the replica server as their update server and my master server here in my office as the reporting server - I believe this the right configuration?

The remote clients have now reported into the master server and the group structure is mirrored at site nicely.  But when I right-click a machine in that site from here the option to 'change membership' is missing, however there are a few machines in the group where the option is available.
