Unable to delete file, access denied.

Hello,
I have a very strange issue. I am in a 2000 Active Directory domain. On one of my file and print servers, a user who is a member of a group that has full control of a directory was attemtping to delete a file within the directory and was denied access. As a domain admin I am also unable to delete the file or take ownership of the file. Error says that access was denied, the file may be in use. According to the system, nobody has that file open. Also, I can not delete it from command line, I get the same error message. Any ideas on how to change the permissions or delete the file would be appreciated.
