How do I configure group policy to prohibit user iniatiated downloads & "reload" desktop icons or profile on domain user PC's ?

I am having difficulty locating and configuring the correct group policy's on my Server 2003 DC to do the following for my XP Pro SP2  IE 6.0 Users:

1.Prohibit user initiated download & Install of programs like Metacafe, MySpace IM chat,etc.
  (I do need to maintain the ability to " cut and paste" text / pictures from internet)
2.Restore the desktop icons at each login or restore the entire profile if possible.

All PC's log into the domain using the same username and password which initiates the associated group policy.

 The Client users are on PC's on a domain in a public library. I already have some working group policy's in
 place. I also have a working script running at shutdown that removes all files (not folders)  from the desktop and my documents folders.
