New 2003 server domain controller won't start or shutdown without old dc online

Hello, I am at a loss, I hope someone can help.  I have installed a new 2003 domain controller with the goal of replacing the ageing windows 2000 domain controller.  All has gone well, I have transferred all of the roles to the new server, ran all the tests and everything looks good.

I turned off the old server (which was server 2000 SBS, if that makes a difference), and all was well. Then I went to reboot the new 2003 DC and it hung at windows is shutting down after about 30 minutes it finally restarted. While restarting it hung at preparing network connections for at least 30 minutes, I turned on the old 2000 box and presto, the new server finished starting.

I have tested this several times now, with the old DC online, new DC shuts down and restarts fine, turn of old DC. New DC wont shutdown or start.

What I have done:
Transferred the schema master using schema admin snapin
Transferred naming master using AD Domain and Trusts
Transferred domain level operations master rolls
Transferred the global catalog server

And of course relocated the dhcp, dns and wins services to the new server.

What am I missing? I have verified that everything is pointing to the new server.  I am scared to remove AD from the old server for fear that the new one wont start up afterwards.

Any help would be appreciated.
