Problem with Active directory group policy not working

I have a policy enabled in active directory on server 2003 (delete temporary internet files when closing).  This policy will not work on any computers and I really done know if it ever worked in the past.  The folder can be emptied manually but not through the group policy when closing the browser.  I have ran the process explorer tool and the only two processes holding the folder are the svchost and explorer.  I need help here.
