Active Directory Authoritative Restore

If I understand AD Authoritative restore is used for instance if you make a change in the AD such as deleting OU, and you change your mind and you don't want  it to replicate to all other DCs then you do an authoritative restore using NTDSustil.
I am not sure how to use NTDSUtil to do an authoritative restore, but what if I just shut down the DC where I deleted the OU and from any Other Dcs I will create a use accountr or an OU object  then bring the DC I shut down back online and the only change that will replicate in the domain will be that user or OU I have created and not the OU that was deleted.
would this work?

I also want to know in which case do you use No-Authoritative restore?
