Need help to create multiple password requirements for Server 2003

I have a server that is on a Domain Controller for Server 2003 Standard.  I have some users that are low security risks that are in the administrative office that I perfer to not have password requirements for.  I have other users that I do want minimum standards and that their password expires every 90 days.  Is there a way to do both?  The only way I have found to disable password requirements is at the domain security level.  In addition,I have created an OU with the users I want to increase password requirements, but the settings don't seem to override the domain security settings even when selecting "Block Policy Inheritance".
