Distribution List - Error in Exchange General Tab when adding users from multiple domains

I've got a distribution list that is set to only allow specified users to send to it - Exchange General - Message Restrictions tab -

When I try to add a user from a different domain to this list it gives me an LDAP error :

A referral was returned from the server.
Facility: LDAP Provider
ID no: 8007202b
Microsoft Active Directory - Exchange Extension

I can add this user to this list from a machine in it's domain - but when I do this - the admins in the first domain aren't able to access the Exchange General tab at all... removing the user allows access as before.

Can anyone give me a starting point to tracking this one down?
