When removing last DC in child domain get "active directory could not transfer the remaining data in the dirctory partition" error

Ok fella's

I am trying go drop a child domain that was setup for a department that is no more. Their whole subnet is gone so I had to bring the DC up and change the IP and edit the DNS info on all my DC's

Everything resolves correctly but when I try to run DCPROMO with this being the last DC checked I get the following error(shown in the screen shot).

Need a pointer in the right direction, I am hoping to remove this cleanly.Start Free Trial
