windows 2003 does not meet password policy requirements

new windows 2003 server and creating user accounts it tells me can't create "does not meet password policy requirements". This is the 2003 standard.  Domain security policy, domain controller security policy and group policy editor all show password settings as undefined. What am I missing? I know by default domain security policy was enabled that I undefined them and rebooted before creating an account.  The account password I'm trying to create meets the default min 7 char with 1 number and 1 uppercase but its not defined now so I don't know what area I'm missing.Start Free Trial
