System Restore Tab missing on all computers

System Restore tab is missing on all of our computers in our network (Windows XPsp2 computers on Windows Server 2003sp1 network). Ive gone through all the articles and nothing seems to fix the issue in restoring it or what happened to it

I followed the troubleshooting tips from this link to no avail.

I am equivalent to domain admin with administrator privileges.  It is not a domain policy issue (local or Global)- Ive checked them.  The system restore service is running.  Ive gone through the registry to check the following:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\
SystemRestore.
If a "DisableSR" value doesn't exist, go to the Edit menu, select New, DWORD value, and create the value.
Set the value to 1 to disable System Restore or 0 to enable System Restore.
The DisableSR value is set to 0

In my case, SystemRestore wasnt even there, so I created it and created the DisableSR key.  Rebooted, nothing.  Some articles stated to delete the DisableSR key, which I have also done to no avail.

I followed article Microsoft 304449 on how to start the system restore tool at a command prompt in Win XP by typing the following command %systemroot%\system32\restore\rstrui.exe

But I get the following message:
System Restore  you do not have sufficient security privileges to restore your system.  Please contact your administrator or logout and log in again as an administrator and try again.

To amuse myself, I even logged in as domain admin and received the same message.

I followed Microsoft article 302796:
No system updates are needed
I checked and confirmed that the service running and even ran net start system restore service
I attempted to check the Service Event log for system restore error (sr or srservice) however, I receive the following event viewer error on Security:
Unable to complete the operation on Security A required privilege is not held by the client??  I had another IT user who is domain admin equivalent with admin privileges and he receives the same thing.
I booted in safe mode and tried running the system restore tool but received a security message that I dont have sufficient security privileges to restore the system.

I followed article 283252. To amuse myself, I rechecked my local policy and global policy for these permissions:

"      Manage auditing and security log
"      Take ownership of files or other objects
"      Shut down the system
"      Back up files and directories
"      Restore files and directories

Again its not a policy issue, however, I even granted them to myself, administrator, and everyone  did not make a difference

I ran esentutl /g %windir%\Security\Database\Secedit.sdb and received an integrity check successful

Weve disabled McAfee from startup, so its not AVP.

Ive logged into the computer instead of the domain with administrator privileges and the system restore tab is still missing.

Any thoughts or what else to check for on this problem we are having?  We're concerned about receiving some of the security privileges messages as well.

Perhaps this page will help, but I really thing that if so many things are wrong with the computers, you may have to do an XP repair:

To perform an XP repair:

http://www.microsoft.com/WindowsXP/expertzone/tips/dougknox/doug92.asp

Configure your computer to start from the CD-ROM drive. Then insert your Windows XP Setup CD, and restart your computer.

When the Press any key to boot from CD message is displayed on your screen, press a key to start your computer from the Windows XP CD.
Press ENTER when you see the message To setup Windows XP now, and then press ENTER displayed on the Welcome to Setup screen.

Do not choose the option to press R to use the Recovery Console.
-------------------------------------------------------------------------
In the Windows XP Licensing Agreement, press F8 to agree to the license agreement.
Make sure that your current installation of Windows XP is selected in the box, and then press R to repair Windows XP.
Follow the instructions on the screen to complete Setup.

After you perform an in-place upgrade or repair installation, you must reinstall all updates to Windows.

Note that, from the above articles, the problem of data loss if your Windows XP was installed by the OEM (Original Equipment Manufacturer) has been corrected if your Windows XP has Service Pack 1 installed.

To resolve this problem, perform the following from your highest hard disk drive letter to your lowest drive letter. If you have a C:, E:, and F: hard disk, first perform the procedure on F:, then if necessary on E:, and finally on C:, if required:

1. Right-click the System Volume Information folder and press Rename.

2. Type the following new name and press Enter:

SystemVolumeInfo

3. Shutdown and restart Windows XP.

4. If the issue is resolved, delete the SystemVolumeInfo folder

Thanks kind4me, however, I tried the renaming of the system volume information article but that also didn't restore the System Restore tab.

LeeTutor - I will attempt the reinstall of System Restore.  However, my biggest gripe/question/concern is what happened to make it disappear?

I ran the reinstall of system restore on my machine, however, after a reboot of my system, the System restore tab still did not appear.  To run a repair on XP is not practical as it would be unacceptable to have to run a repair on all our computers.  

Any other suggestions or tips to try that was overlooked?

You may have already done this, but if not.. try this sequence:

1. Run the Group Policy Editor (gpedit.msc)
2. Go to Computer Configuration / Administrative Templates / System / System Restore
3. Set Turn off System Restore and Turn off Configuration to Disable
4. Right click on My Computer
5. Select Manage
6. Go to Services and Applications / Services
7. Scroll down to System Restore Service
8. Set it for Automatic
9. Click on the Start button to start the service
10. Close down this window
11. Go back to the Group Policy Editor and configure both to Not configured
12. Now when you right click on My Computer, there should be a tab for System Restore
and you can configure how much space will be used.

Another thing to try.. verify that user "System" has full security rights to the System Volume Information folder. If it does not, add it. If the tab still does not appear, retry some of the fixes mentioned and see if you still get a security error.

Thanks, flubber, however after following your steps, the system restore tab still did not appear.  Just a side note that the service was already started, but I stopped it, restarted it then changed the policy to not configured, but no luck....
