A lot of the new features which come with Windows Server 2008 and Windows Vista cannot be managed from previous versions of Windows. As already stated, you would need to manage Hyper-V either from a Vista station or another Windows Server 2008, or through Terminal Services.
For a Server Core install, it's got to be another Server 2008 or Vista machine which you manage Hyper-V remotely with.

as far as managing Hyper-v is concerned Hyper-v as of now can be managed only with another Win2008 server. The best way is to either install another win2008 server or manage it from Vista. Check this link

the other way is to install SCVMM to manage the hyper-v server but the glitch is that SCVMM is not supported on winXP check this link for compatibility i.e supported hosts

This leaves one alternate i.e Take a remote desktop of the Hyper-v from the XP machine. If this is a Win2008 Core install with hyper-v then hardluck.
