Migrate DHCP from Windows Server 2003 to a new Windows Server 2008 Server

We are in the process of adding a new Windows Server 2008 DC to the domain.  We need to retire our current 2003 DC.  What we what to do is keep the same IP of our current DC and put it on the new 2008 DC and we need to migrate the DHCP from the current 2003 DC to the new 2008 DC.

We changed the IP addresses on the servers and moved all of the roles to the new 2008 DC and it was working pretty good.  Then we tried to import/export the DHCP it failed.  Then we tried the backup/restore DHCP and that went well until we restarted the DHCP services on the new 2008 DC and it failed to start with the error 'could not find file' (or something like that).

Does anyone have any ideas on how to migrate DHCP from 2003 to 2008?  Are we wrong to be trying to put in a 2008 DC into our 2003 Domain (we have two other 2003 DC's in our Domain)?
